Q) Shouldn't the underline change to 'that depends' or 'depending'?

You mean my original sentence is OK?

How can main verb come twice?

I thought the main verb is 'infer'. So if the sentence is correct, i thought 'depends' should be depending or add what as Ivanhr answered. Is it not?
