Hi, teachers

I suspect that by the time I retire, Social Security will have been cleaned out by the baby boomers.

The underlined part is that-clause. Between that and Social Security, inserted words in bold function as a dependent clause? What would native speakers call or name inserted words?

Why not?
It's the same idea as this simpler example.
I suspect that by 2015 Social Security will have been cleaned out by the baby boomers.
