depend active depending passive?

What is the difference?
Can depending be followed by either?

Depending on the mood he's in, he'll either read this book or that one.
The book he reads depends on the mood he's in.

Similar BUT not same meaning: 1st one: emphasis on the sentence is at "the mood he is in" and moreover teller points two specific book: this or that whereas in 2nd: emphasis is on "the book he reads" and additionaly teller does not show specific two books. Teller just says "the book"--> which book? : some book
