Departures and arrivals

Hi,

In airports we come across 'Arrivals' and 'Departures'.
Do the words refer to the people, or the planes leaving?

Thanks.

On a display of the schedule, it refers to the planes. On direction signs by the roads leading to the terminal, it refers to the places where you drop off or pick up people and luggage.
