Department of English vs English Department

Hello,

Regarding the usage of "department", I have noticed that generally it is used as "department of ...", e.g., Department of State, Department of Energy, Department of English, etc. However, it is not uncommon to see "State Department", "English Department", etc. Can both structures be used interchangeably?
