Department of department

We are creating a form for customers to fill in to tell of their complaints, compliments, comments etc.

This form is from the Broome County Department of Public Transportation.

One of the questions we have is the following:

Do you want a representative from the Department to contact you?

I am having a disagreement with someone else who feels "Department" should not be capitlized. I am thinking it should be as it directly refers to the Department of Public Transportation.
