Department

This is a story about Amanda Palmer who had performed on the street as a living statue before she became famous.

1) "Standing still isn't really that difficult," Palmer says. "The discipline in being a living statue is much more in the nonreactivity department.

In this text, I'm wondering how I should understand the word department.

2) What was so hard about doing nothing? She would have said that she'd been exercising willpower to resist temptation, but that folk concept from the nineteenth century had been mostly abandoned by modern experts. What would it even mean to say that a person was exercising willpower?

In this paragraph, what folk concept means? Does this mean people's belief that they have to use willpower? If this is what this text meana, people in the nineteenth centure must have valued willpower.
