Is -graphy a root or a suffix?

I'd prefer to consider it a 'combining form' without attempting to further classify it. In discography , it seems more like a suffix to me, while in geography , it seems more like 'graph' as root + 'y' as a noun-making suffix. It has more to do with the relative weight of the remainder of the word, I think.
