Delivery of agreement. What does it mean?

Hello! I am just wondering what 'delivery of agreement' can mean (apart from serving a document on someone). Is it 'performance of agreement obligations'? If so why is it mentioned together with 'performance'? Context: "The borrower has the power to enter into, execute, deliver and perform this Agreement"
