Deliberate on

Is it okay to use the word "deliberate" in passive voice?
Can I say, "The matter was deliberated at the meeting."?

In my understanding, the word "deliberate" needs a preposition in active voice.
Example: There was silence while she deliberated on/about/over his words.

Then should I say, "The matter was deliberated on at the meeting."? Is this sentence structure sound unnatural to native speakers of English?

The intransitive verb is followed by "on", "upon" or "about": "The cougar deliberated upon the wisdom of trying to leap the chasm after the deer and decided against it." This use is rather rare nowadays, I'd say.

The transitive verb is bare: "The committee deliberated the issue of pay raises for janitors." "The matter was deliberated at the meeting."
