please could you tell me what is the best collocation in the following context:

There was deliberate obstruction on the part of the authorities.

No. obstruction is being used more abstractly here. Deliberately obstructive acts were carried out. So it's like saying, There was 'carrying out of deliberately obstructive acts'.
