Definition of minority?

In an article I read, it was mentioned that 53% of the students enrolled in elementary school in my district are "minority" students. If the percentage is more than 50% logic dictates that they are no longer a minority. In terms I understand, minority refers to a subgroup that is less than 50% of the total group. Correct?

For example, I live in the State of California which is a so-called "minority-majority" state. That is to say, that one or more of the racial or ethnic minorities (relative to the entire United States population) make up a majority of the population in California.
