Definition of ' borrow at the short-end '.

Further, with the market anticipating a rise in LIBOR rates, it is a good time to borrow at the short-end in US dollars to buy 10-year US Treasuries.

Does 'short end' mean short term capital market, where people can borrow money for terms less than one year?

Don't take my word for it and spend all your money, but since "LIBOR rates" are very short term, I think it's a good bet that you're right. But you won't be able to pay it back with your earnings from the 10-year Treasuries, will you? [:^)]
