It means: "I really don't agree with you, but your opinion really doesn't matter to me or anyone else, so I can't be bothered to try to explain."

In the US this is an offensive, belligerent statement. You're essentially telling the person that you don't like anything about him.

I don't know anywhere in the US where "if you say so." is an expression of such distaste. At worst, it means "I don't believe you, but I don't want to argue about it."
