Definition?

Hi! everyone. Could you make me understand the first line of this definition of "One-act Play",It is from my book, but I could not understand what the colored line means?
Here-:The one-act play is to full-length play what the short story is to the novel.It is based on an incident,situation,background or qualities of characters.It possesses conflict and its resolution and progress in ideas and events are related to the theme.The dialogue is generally lively and the language is closest to everyday converstion.
Please tell me the meaning of the colored line,I could not understand its grammatical construction as well as its meaning.
