Hi.
"Their findings suggest that `external consistency' (shared and coherent perceptions between key stakeholders as to the goals and interventions appropriate for a programme) is the primary determinant of success for formal programmes; "http://mlq.sagepub.com/content/29/1/39.abstract

Is the underlined part a definition for 'external constituency'?

Thanks in advance!

May I rewrite it as:

""Their findings suggest that `external consistency' ,shared and coherent perceptions between key stakeholders as to the goals and interventions appropriate for a programme, is the primary determinant of success for formal programmes; "?

What about

"Their findings suggest that `external consistency' -shared and coherent

The version with commas is not acceptable, but the version with dashes is.

?Why is it unacceptable?

It makes it clear what the clause is defining. A long clause like that can be confusing when enclosed by mere commas.

Yes. I'd prefer ie shared

It's funny that you say dashes usually set off parenthetical comments, because what he's trying to do is replace parentheses with some other punctuation mark.

Hi,

As I tried to explain, I prefer prose that gets rid of parenthetical remarks altogether.
