Definite Indefinite Articles question

Hello, I have a question about articles.

Sentence: "As Yemen's formal economy collapses, a war economy has taken its place."

I have two questions:

1. Why is there no THE article before Yemen's, since the author is talking about particular Yemen's formal economy and not Saudi or Oman.

2. Why is there an indefinite article before "war economy"? Is it because there are many different economies and war is one of the types? Does the article represent a member of a larger group in this case? OR Is it because economy is a countable singular noun that is mentioned for the first time in the text?
