Definite article

Hi.

First and foremost, public services are the things such as hospitals, roads and schools, and these things determine the quality of life that most of us will have.

Is the the underlined definite article correctly used in the above text? How would the meaning of the sentence change if removed?

"the" is not required there, and the sentence reads better without it. However, the meaning that is understood does not change.

For me it seems just slightly off to refer to physical things such as roads as "public services". As services, I would prefer to describe your examples as, say, "health services, education and public transportation".
