Does "art defies defeat" mean

a) art challenges defeats and makes victories out of them

b) there is no place for defeat in art, it is all victory

c) art never loses, it is always victorious

Context:

Art defies defeat by its very existence, representing the celebration of life, in spite of all attempts to degrade and destroy it.

I understand it to mean that art cannot be defeated. I suppose this is similar to your (b) and (c); I don't see an essential difference between those.
