Deem or Deems

Hello!
I am writing a sentence that includes "about what the state, school or teacher deems to be significant"

Is "deems" or "deem" more appropriate here? Also, should I take out the "to be"?

I agree with Mr M and AS that deems is more appropriate. However you will hear some people say deem.I suspect that not many people would actively think of it as incorrect.
