Hi, I found this explantion for "deem" but still didn't manage to understand it for my context, I have a guess that maybe deem is "meet" so when interests "meet" a necessary (but I'm not sure) regard or consider in a specified way "Moscow’s self-confidence is indeed growing and seems to be willing more than before to challenge western policies when its interests deem that necessary"
