Deem as a verb

Hi, I found this explantion for "deem" but still didn't manage to understand it for my context, I have a guess that maybe deem is "meet" so when interests "meet" a necessary (but I'm not sure)
regard or consider in a specified way

"Moscow’s self-confidence is indeed growing and seems to be willing more than before to challenge western policies when its interests deem that necessary"

Hi Regards, does "deem" refer to interests? if yes, I find it a bit strange that the interests can "consider" something but maybe it is possible and I wasn't aware of it...

All in all, deem refers to Moscow itself. Grammatically, however, the plural form of the noun interest (interests)
is in concord with the plural verb deem.
