Deduction... in Seville cycle network ?

Hi guys,

The following sentences are about a eco-friendly cycle network system of Seville, which is called SeVici.
My problem is this: I can't figure out what "the deduction" in the last sentence means.
Every city has different policy so it might be not easy to catch the meaning.
But if you have experienced that system or have any idea about it,
would you tell me some here?

I've tried to understand it, searching for the info online but failed.
So any idea will be welcomed.

"Deduction" is referring back to the €150 deposit fee in the previous sentence. "Freezes" is what confuses me - I can only think that, if you use a debit card to pay the deposit, the money is immediately taken from your account, whereas with a credit card, you don't actually pay the money - then when you return the cycle, the deposit amount would be credited to your account, thus you'd never actually have to part with any money. I don't think "freezes" is the word I would use to describe this.
