Can I say,

(a) She is decorating with some balloons / She is decorating (for) her brother's birthday Emotion: party!!!.

(b) She is decorating the house for the birthday party.

(c) She is decorating her house before birthday/ before her birthday party. .

(d) She is decoarting her house because today is her birthday.

(e) She is decorating the dining room to celebrate her birthday / birthday party.

(f) She is decorating the house for her brother's birthday / birthday party.

Thanks, but I'm not clear about the following sentences:

(a) She is decorating with some balloons.

(b) She is decorating for her brother's birthday / birthday party.

(a) this sentence tells what the decorations are

(b) this sentence tells why she is decorating.

What is it you don't understand? Are they your sentences, or from someone else?

The word "organise" doesn't work in your sentence. You can plan or possibly arrange a party. However, if she is now decorating, then the planning is already finished.

You can say this, for example:
She is decorating the living room because she wants it to look festive for the birthday party.
