declaring yourself to someone

The scarecrow looks as if it's declaring itself to the gods. What does "declare" mean here? Is it something like getting off your chest?

Scarecrows can generally be twisted into any shape or position. So this apparently means that the scarecrow has been twisted so that it looks like it is stating something to the heavens, that is, head tilted back and looking at the sky, arms spread as when someone is speaking to an audience, etc.
