deciding + auxiliary verb

I don’t know which auxiliary verb should be used here: They decide (about) whose the power should/shall(?) be.
Or: They decide (about) who the power should/shall(?) belong to. Maybe no auxiliary verb, like the following? They decide about who the power belong/appertain to.
And is “about” should be used?

They decide who will get the power (to rule the city).
