Is the following sentence wrong?

"I'm decided (that) I'll attend the University of South Wales."

It isn't natural in American English. I've decided to attend -- It's decided would work, but it makes it sound as though "I" didn't have much to do with the decision.

The Oxford dictionary states the meaning of "decided" as "resolute." If "I'm resolute that I'll attend..." is not wrong per se, then why is "I'm decided that I'll attend..." wrong? Please help to clear my confusion! Thank you!

I am resolute (resolute is an adjective.)
I am decided. (Incorrect. Decided is a verb. It is unnatural to use it as an adjective. Use the present perfect "I have decided.")

In BrE, "I am decided" is used, and is accepted, in the sense of "I've made up my mind".

"I'm decided (that) I'll attend the University of South Wales" is borderline in my view. Someone might say it, but it is not great English.
