Hi

Can I read it: December the thirty-first OR the thirty-first of December? Do I always need "the" before 31?

You should always put 'the' before 31 in "on the thirty-first of December", but you can leave it out in 'on December the thirty-first', so you can just say 'on December thirty-first'. At least, that's what I've been tought. Hope it helps.
