debating over/on/about whether GM food

Scientists are debating over whether GM foods are beneficial for our health.
... on ...
... about ...

Hi,
Do all of the above sound right and mean about the same to you?
By the way, is it still all right to omit all of the prepostions, that is, over, on, and about? Thanks.

I would omit the preposition altogether. "over" and "about" seem acceptable to me, but "on" sounds odd. This appears to be the exact opposite of what Google's hit counts are telling me, so that just shows how much I know.

(I think I would also say "beneficial to", but I don't think "for" is wrong.)
