Dear Mr. President

Hello everyone. I have a question.

I know that Americans often address the U.S. President as "Mr. President." By the way, can we, as foreigners, do the same thing as Americans in terms of this? I mean, if a Russian citizen addresses the U.S. president as "Dear Mr. President" in a letter to Mr. Trump, does it sound odd?
