deals and steals

I see this kind of expression here and there:
"I am constantly scouring the classies, garage sales, web sites, and music stores for deals and steals --"
Does 'deals and steals' mean 'a good buy' or something like that?

Yes, when you get something at a VERY good price, you say that it was "a steal." It doesn't mean you stole it.

A "deal" does mean a good buy. So he's looking for things at low cost that he considers a good bargain.
