Deadlines (?)

Dear Everyone,

I know it’s rather a cultural issue than a vocabulary question, but could you, please, help me with this?

If you have to send something via snail mail and a deadline has been set for it, but in the requirements there's no rerence whatsoever to whether that is a postmarked one or an arrive by one, does it automatically mean it is a postmarked deadline (or perhaps definitely the other one), or does someone have to inquire about it?

Also, when you answer the question, could you, please, indicate which country you talk about? (Just in case it turned out it works differently in different corners of the world.)
