Dead beat

I received an email and I don't understand the meaning of this. Could someone help me, please? Thank you in advance!
A.
In the "old school" paradigm they tell you to:

1. Make a list of friends and family.

2. Harass people within 3 feet of you.

3. Ask for referrals.

4. MAYBE buy generic dead beat leads.

I'm not so sure about the meaning of 2, 3 and 4.

B.
They have an outgoingness that allows them to generate endless
leads from within warm networks, and also through referrals,
then they can effectively communicate and influence those
leads to taking the desired action they want them to take.

What could be the meaning of ' leads' here?

This sounds like they're referring to sales tactics? In which case:
2. try to sell to everyone, sell to anyone you come in contact with
3. ask your current clients for information about other people they know who might be interested in your product
4. purchase a "cold call" list, buy contact information

I'm pretty sure about 2 and 3. I'm also a little confused by 4 but that's
