Dates Instance

I have a document that says "on the 4th instance blah blah..." Document is say 20 January 1999. Am I right in assuming instance refers to 4th January?

Sorry, didn't have the original myself at the time. Anyway, I believe what I said to be correct, convinced myself but would still help to have someone confirm it. The article starts:

"They write from Newbury, that on the 4th instant they had such a flood as had not been seen in that Town for above 30 years….."

So assume 4th instance refers to the 4th of that month. Believe the
