Can you tell me which form is more appropriate?

...with regard to the agreement signed on the 17th of September 2012...

or

...with regard to the agreement signed on September 17th 2012...

Nowadays, most dates in business correspondence are expressed like this: with regard to the agreement signed on 17 September 2012 . If you elect to use your own examples, however. they each need a comma before '2012'.
