Date + PP?

Thanks for reading my post. I always thought that when we use a date in the past we should follow it with a past tense, eg I withdrew some money from the ATM on 1 May, but recently saw a news article which states "I've on 1 May withdrawn..."

I suppose the news article is grammically correct so would like to know how this structure works, ie, past date + PP?
