Date formatting in writing

How should the be following be written correctly in a formal or legal communication ?

I look forward to receiving to your reply within seven working days of the ninth of February in the year two thousand and ten A.D.

I look forward to receiving your reply no later than February 16, 2010 [16th February 2010]. I don't know which format you use: February 16 or 16th February. Why say "within 7 days of 9th Feb" when you can say "no later than 16th Feb?
