dash usage and one another

Hi,

I have seen this kind of dash usage numverous times and want to know this is correct or possibly proper in terms of today's grammar.

We the mangement recognizes that: a) more is needed internally, b) employees' morale needs to be lifted, c) the exteriors of our restaurants need upgrading, d) our service needs to be provided promptly, ...

Does the length of the things listed has an effect on the legitimacy (correctness?) of the above colon usage?

Sorry but one more question: Is this an ellipted construction? Then, I can not figure out a part of the possible ellipted part.

They wanted to free me because I was not guilty of any crime (that ( )??) deserving conviction/serving time in prison.
