Dare say?

Hello,

I want to ask whether there is a separate expression for 'dare say' in the literal sense, meaning 'I have the audacity/courage/etc. to state smth.' rather than 'I do not doubt that...'. Perhaps 'I dare to say' or smth. of that sort, or does the expression always mean 'I do not doubt that...'? If so then how am I to say 'I have the audacity/courage/etc. to state smth.'?

As you suggest, perhaps something like 'I dare to say...'.

Culturally, some people would hesitate to say that they themselves have courage, etc. as it seems lacking in modesty, so I think that you'd more likely find what you are looking for said in other than first-person. The standard expression 'I dare say' is usually used in first-person, so I think that in 'other persons'
