Make whatever changes that are necessary to correct sentences that contain "dangling" introductory elements.
By obeying all traffic regulations, many accidents can be avoided.
My corrected versions:
-> If people obey all traffic regulations, many accidents can be avoided.
-> With people obeying all traffic regulations, many accidents can be avoided.
-> By obeying all traffic regulations, people can avoid many accidents.
