Both ‘dangle’ and ‘are dangling’ when speaking of feet are natural and correct. They imply a tall person in a short bed, or perhaps someone who gets muscle cramps.

He loves it when his feet dangle/are dangling from the bed. "dangle" is the most simple and therefore most common and most correct. But "are dangling'' is not wrong.
