It means that "community" is being reduced to "shadows and spectres" on a TV screen, i.e. "community" no longer exists in a real or solid form.

Can you please explain a little more literally about "amid their processes of disappearance"? "their" refers to shadows and spectres", but I think it made more sense if it referred to "community", yes?
