Hi, I believe this is how it works. If you have a wall and you cut out a piece of it because you want a window, the hole is the 'window cutout'. Then, you buy a window and place it in the cutout.

I believe this is how it works.

If you have a wall and you cut out a piece of it because you want a window, the hole is the 'window cutout'. Then, you buy a window and place it in the cutout.

Right.

Generally, when building a house, an outer wall is built as a solid facade, then the window- and door-openings are located according to the plan, measured, traced, and finally cut out for the eventual installation of the window- and door-units.

Does 'cutouts' and 'windows' mean the same thing if we're talking about housing elements?

Or, cutouts mean newly added windows and they don't come with the original house when the house was first built?

The 'cutout' is the hole. Maybe, a 'cutout' could refer to the 'window' if 'window' is defined no further than "an opening especially in the wall of a building for admission of light and air".--as in a primitive dwelling, like an igloo, or a hogan.
