"...cut..."/"...have cut..."

(Person 1) Who've cut their phone line?

(Person 2) Burglars.

(Person 1) Burglars? Burglars (have) cut their phone line?

(Person 2) Yeah. My parents' house was robbed last night.

In spoken English would native speakers say "Burglars cut.." or "Burglars have cut..."?
