Cut two inches short?

Hi! everyone.

Could you clarify that when one asks a barber "to cut the hair two inches short" does he mean that after the haircut the hair left will be 2 inches in length?

And what does it mean when someone says "cut the hair two inches shorter"?

I'd like my hair (cut so that it is) two inches shorter (than it is now.)
Cut two inches off my hair.
