cut to the heart

Hello!

Is the verb 'to cut to the heart' used to mean that it makes somebody feel very unhappy?

For example, is the following sentence correct? How would you say it in natural English?

This photo is more than enough for me to cut to my heart

Yes. What you wrote is certainly grammatically correct if you remove the 'for me', but much better to write:-
'This photo cuts me to the (very) heart'
This already implies 'more than enough' so there's no need to write that bit
