In this case , it is not a term in music . We budget time ,save it , waste it ,steal it ,kill it ,cut it ,account for it , we also charge for it. What's the meaning of it in this context? Thank you so much!

Perhaps it relates to reducing time?.
eg By driving instead of walking, I have cut the time it takes me to get to work by 30 minutes.
