Cut off credit?

Hi,

In this sentence
"He never pressed his clients, but when the bill became too large, Lee cut off credit."

Does 'cut off credit' mean that Lee reduced the outstanding debt the customer had to him? And why is the idiom not 'cut off debt' in that case?
