Cut down

Hi, I understand that cut down is "reduce" but what to reduce when it talks about dominant state?

"From time to time war broke out and was used as a means to cut down the dominant state and distribute power more evenly in the system."

I thought you were speaking about a country (or countries) as well. However, it all depends upon the context. What are you referring to? The states in a country like the USA, or city states in the age of the renaissance? Something else? It's

Hi John, at a second glance suddenly "state" in "to cut down the dominant state" seems to me to be countries and not dominant "situation" so yes I'm not so sure to what it refer the "cut down" to country or a situation (state). Further they remind france, who knows, maybe that might help here?

Thanks for the full context. Yes, cut down refers to one country making war on another to either eliminate or reduce is influence so much that its disappearance would redistribute its former power to the the victorious states.
