Cut down

The new parking system has helped (to) cut down on double-parking in the area.

Could cutting instead of cut? Is the word 'to' in the blacket implies so it explain why only the word 'cut' should be used in the sentence above?

Top answer

'Cutting' does not work here. 'To' is optional-- that is what the brackets indicate.
