In general, if we refer to something as 'an art' we mean that it takes a certain talent to do it, that it isn't a 'science' that can be studied and then immediately put into use. I'm not sure what customer leverage is, but it probably has something to do with a customer trying to manipulate the merchant to do something. Or, it could be the other way around.
